The 40% discount is only for people with a dutch OV-card. Also kids aged 4-11 traveling alone can travel with these discount cards. Accompanied by an adult they can travel with a railrunner ticket, which only costs E 2,50. In dutch trains you really can save yourself the money on a 1st class ticket, 2nd class is comfortable enough in my opinion (and cheaper ;) ), definately in the (mostly recently replaced, so very new) IC trains. Even on longer distances. 1st class is often used as hallway by people travelling 2nd class passing through in search for seats or to the exits, because the path between the seats is wider there.
